If you are looking to adopt an infant, there are no shortcuts. The lowest cost is a social services agency. There are no quick ways to adopt a child - just as there are no quick ways to give birth. I would recommend contacting your local Children & Youth Services to inquire about foster care or foster/adopt programs. These children are in need of loving, safe homes. Good luck to you. None are quick. And there are plenty that don't have the other requirements you list. Lutheran Social Services is an example that I know is not concerned with religion or age.
