Why do you have to live with a new born child up to 12 months in there country before you can adopt the child?

I was going to adopt a new born overseas until i found out that i have to off lived in the same country with the child for 12 months! This sounds abit odd, but this is what immagration had told me and it says it on there adoption visa forms.
How can someone adopt a baby and not beable to bring it home for 12 months? Please help me im very confused.

thats was the fuss with madonna. its to let the adoption agencies and the family get to know you and make sure you are suitable. Also to allow child time to bond. very often these children are not orphans or those given up by parents who want nothing to do with them. The children have loving families who just cannot afford to feed them and so put them up for adoption hoping to give them a better life, but still wanting contact with the child and the child to know its country of origin.
However i don't know if it applies to all countries, as I'm sure angelina jolie doesn't spend 12 months in cambodia before she adopts! so look into different countries and speak to adoption agencies.
this doesnt sound right…i would double check or change countries or get a new adoption agenecy
